Ah! Dragan Effect! I didn't know it had an actual name to the effect. I stumbled upon the effect while trying different filters. I really like how it makes everything sharp and dramatic.

would be glad if u can share the technique because whatever u did looks really closest to Dave Hill's so far...

many techniques/tutorials didnt get as close because dave's photos actually involved more than photoshop, it has a lot of natural lightings settings..

so i'm indeed impressed.

Well for the dramatic lighting effect, I used the dodge and burn tool as well as desaturating and sharpening the image. I made multiple layers and tried different layering effects. For his face, quite a lot of airbrushing, stamping, liquifying, airbrushing, smearing, and more airbrushing. Not exactly sure of the process but I liked how it looked so I stopped messing with it. lol!
