Is it possible to upload a compressed picture first to review? If you guys think it's qualified for collection, you should contact the owner then.

Review time is a big cost in this type of business. That would actually require a double review. While composition could be judged from smaller file, quality could not be checked with out the full image. Extensive compression results in adding 'artifacts' which are a prime reason for rejection, downsampling hides many other flaws which would be present when the full image was later uploaded, etc. Nice idea if it would work though!
