We obviously understand that it is impossible to get a model release from every single person in a busy street scene, and this should not be required.
It is worth keeping in mind that the model release is principally intended to provide legal protection for the photographer, and street scenes where people happen to be passing by are unlikely to offend anyone as long as the people are not the major feature of your photo.
On the other hand I would be extremely careful about taking 'candid' photos of people in the street as these could easily cause offence and would not be acceptable as stock.

As a digression you might be familiar with Robert Doisneau's classic photograph of a couple kissing, that many believed was simply captured sponatenously in the street, but was actually 'staged' by the photographer with models that were willing to participate in the photo.
